Media convey Gulf drilling ban as a matter up to Obama alone, judge ruling against Obama not mentioned

A judge has twice disallowed Obama's Gulf drilling ban, yet articles I see on the status of drilling leave the impression that Obama alone is allowed to decide when drilling will resume.

9/1/10, Wall St. Journal, "Judge deals new blow to drilling moratorium," by S. Power

• Since then, a third judge has said Obama can't withhold certain documents, and that Obama had to respond by September 20.

9/16, Bloomberg, "US loses bid to shield papers in Drill-ban case," by Calkins and Fisk

• Articles from Reuters, Bloomberg and AOL News linked below don't mention that the judiciary has any part in the matter.

10/1/10, Reuters: "Interior Secretary reviewing report on drilling ban," by A. Rascoe

• According to the above article, we're waiting with great anticipation on Salazar and Bromwich (Obama appointee). No mention of the judiciary.

• The drilling matter is portrayed even more dramatically up to Obama, now that a (Gulf state) Louisiana senator is holding up her approval of an Obama budget chief until Obama lifts the ban."

• Explains we're all waiting on the Obama administration, that even when the ban is lifted it won't be: "The Interior Department plans to issue two new oil drilling regulations later this week, signaling that a six-month deepwater drilling moratorium for the Gulf of Mexico may be lifted early....
